ask the Governor to agree that any capital
contribution to the University on the part of
H. M. G. should set off against any assistance
which it may be decided to make to Hong Kong
from Imperial Funds when we have the
appreciation of Hong Kong's financial position
over the next five years for which we are
proposing to ask the Governor.
